These photographs from Local Government Service, the journal of the National Association of Local Government Officers [ NALGO ] October 1939 show defensive preparations for war, including digging out air raid shelters, sand-bagging of public buildings, evacuation of children, blackout marking of roads and requisitioning of taxis as auxiliary fire tenders.
