The London Trades Council had ignored the first Trades Union Congress, held in Manchester June 1868, but agreed to send their secretary, George Odger, to represent them at the second Congress held in Birmingham in August 1869. There it was agreed that the next year's Congress would be organised by the London Trades Council to coincide with the anticipated publication of new trade union legislation. In the event, the Trade Union Bill was not introduced until February 1871, so the third Trades Union Congress, attended by 49 societies, representing almost 290,000 members was held in London in March 1871.
