By 1943, manpower shortages had led to a crisis in coal production, as men in mining areas were called up or preferred to transfer to war industries. This Communist Party pamphlet by Arthur Horner, President of the South Wales Miners' Federation, calls for fuel rationing and for improvements in miners' wages and conditions to combat low morale and strikes in the industry.
