Sir William Mitchell-Thompson was appointed as Chief Civil Commissioner under the Emergency Powers Act. He was assisted by 11 regional commissioners with the responsibility to maintain food and fuel supplies, communications, transport, finance, publicity and 'protection', in liaison with the medical services, police and military authorities, during the General Strike.
