The War Cabinet Committee on Women in Industry was established after the award of equal pay to women tram and bus workers in 1918 to investigate whether the Government had observed its war-time pledge to pay women replacing men the same wage rates and to lay out the principles which should govern the relation between men's and women's wages. Beatrice Webb disagreed with the other members of the Committee and wrote a Minority Report, which was published by the Fabian Society in 1919 as 'The wages of men and women: should they be equal?'. In this, she argued for a national, subsistence minimum for all.
